Mix all ingredients except the flour in a large bowl. Roll into small 1 inch balls. Roll in flour.
Heat vegetable oil in a large skillet over medium high heat. Add meat balls and brown, turning often. Once the meatballs are browned, cover and let steam until cooked, about 7 to 8 minutes. Use a meat thermometer to check for doneness.
Sweet and Sour Sauce
Mix ¾ cup water, brown sugar, vinegar and ketchup in a saucepan and bring to a boil.
In a small bowl, mix together cornstarch and 3 tbsp cold water. Stir into sauce to thicken. Remove from heat and pour over meatballs to serve.
