In a medium bowl, stir together the all-purpose flour, baking soda, baking powder and cinnamon.
In a large bowl, add the softened butter and sugar and mix with a mixer until just combined. Add in the egg yolks and vanilla extract. MIx thoroughly.
Add the flour mixture to the wet mixture until just combined, being careful to not overmix.
Wrap the dough in plastic wrap and chill in the fridge for about 20 minutes.
Roll the cookie dough on a sheet of parchment paper until it's about ¼" thick.
Prepare the filling by stirring together the melted butter, brown sugar and cinnamon.
Spread the filling over the roll-out cookie dough before rolling the dough into a log (like making a pumpkin roll).
Place the roll in the fridge for about an hour (or pop it in the freezer for 20 minutes) to chill the dough so it holds its shape when slicing the cookies.
When the dough has 10 minutes left to chill, preheat the oven to 350°F.
Slice the roll into 1/2" sections before placing each piece at least 2 inches apart on a baking sheet.
Bake for 15 to 20 minutes (20 minutes if you prefer a crunchier cookie).
Allow to cool a couple of minutes before transferring to a wire cooling rack.
While the cookies cool, prepare the glaze by whisking the powdered sugar and milk. Drizzle the glaze over the cookies and serve.
Notes
Use the baking time as a guide, but keep an eye on your cookies as they back since every oven runs differently.
